
The economic reconstruction of Vietnam, from 1975 to nowadays, has been marked by the US embargo which, however, did not stopped international aid and solidarity to Vietnam.
In the IT field, computers and softwares were mainly provided through international aid projects (PNUD, UNESCO, UNIDO, ONG) et bilateral projects. Most computers were running the dominant operating system: Microsoft DOS and Windows.
Computer applications were those used by foreign experts coming to work in Vietnam or by Vietnamese officials coming back from abroad, which eventually fueled a local market of software copies.
Internet has been made public in 1997 and cyber-cafés started to mushroom in the early 2000's, with the availability of ADSL broadband connections.
